BEIJING (AP) — China is touting its 10-year-old Belt and Road Initiative as an alternative model for economic development, releasing a government report that praises the program while glossing over criticism that it has saddled poor countries with too much debt. The program championed by Chinese leader Xi Jinping has financed construction of ports, power plants, railroads and other projects around the world. “Over the past 10 years, the fruitful results of building the Belt and Road together and the growing circle of friends have fully proved that the Belt and Road does not engage in a closed and narrow circle, transcends the old mindset of geopolitical games and creates a new paradigm of international cooperation,” Li Kexin, the Foreign Ministry’s director for international economics affairs, told reporters in Beijing.Since it was launched, the Belt and Road Initiative, or BRI, has backed projects carried out mostly by Chinese construction companies, financed by loans from Ch...

Polish media have reported on growing tensions between the two commanders — the chief of the General Staff, Gen. Rajmund Andrzejczak, and operational commander Gen. Tomasz Piotrowski — and Defense Minister Mariusz Blaszczak. Blaszczak has publicly criticised Piotrowski over the army’s reaction to a stray Russian missile that crashed in a Polish forest in December. No one was hurt.Blaszczak alleged that Piotrowski had not informed him of the incident and that the army failed to find the missile. It was later accidentally found by a civilian. According to media reports, the minister had recently kept Piotrowski out of the loop on operational decisions like stepping up defenses on the border with Belarus or the evacuation of Poles from Israel after the weekend Hamas attack. The resignations come five days before key parliamentary elections and media rep...

“I don’t know what possessed me to open four spades,” Cy the Cynic said to me after today’s deal. “Maybe the devil made me do it.”In a penny game, West had led the king of hearts, and dummy showered down with two aces and the jack of trumps! When West continued with the ace, Cy ruffed. He led a trump to dummy’s jack, unblocked the ace of diamonds, ruffed a heart and drew trumps with his A-K-Q — leaving him with none. When he led the queen of diamonds next, East won and led the queen of clubs. The Cynic ducked that and escaped for down one.LOW TRUMPIf the devil made Cy open four spades, he also proffered temptation by giving dummy the jack of trumps. Cy would succeed easily if dummy had a low trump.Cy should take the ace of diamonds at Trick Three. Then, to keep control, he overtakes the jack of trumps and takes his three high trumps. He loses a diamond to the king, ruffs the heart return and runs the diamonds. West gets only his high tr...
